Copy snapshot to another organization (admin)

/api/snapshot/:snapshot_id/copy

Administrator copy. A destination is semantically required: body destination_organization_id, body legacy destination_user_id, query organization id, then query legacy user id. The destination must exist and be unrestricted. Immutable copy verification precedes READY.
